No. Tool Packer uses the browser's decoder when available and a local compatibility decoder otherwise; neither path uploads the file.
JPG has no alpha channel, so transparent pixels are composited onto the selected background.
No guarantee is made. The export uses 8-bit browser display pixels and can flatten HDR, gain maps, wide-gamut color, or higher bit depths.
