Subtract the original value from the new value, divide by the original value, then multiply by 100.

Can percent change be negative?

Yes. A negative result indicates a decrease from the original value.

What if the original value is zero?

Conventional percent change is undefined when the original value is zero, so the tool reports that limitation.
