PDF tools

Merge PDF

Combine multiple PDF documents into one file without uploading them to a server.

Private browser processing

Merge PDF files

Select two or more PDFs in the order they should appear.

Private by design. Processing happens in this browser. Your files are never uploaded to Tool Packer.

How it works

Process files without an upload queue

Choose two or more PDFs. Tool Packer copies their pages into a new document in the same order as your selected file list, then downloads the combined PDF.

Important limitation

Keep the original file

Encrypted or damaged PDFs may not open. Merging preserves page content but may not retain every advanced form, signature, outline, or portfolio feature.

How to use it

Get a reliable result

  1. Choose at least two PDF files in the order you want.
  2. Confirm the selected document list.
  3. Merge the pages and download the combined PDF.

Important limitations

  • Encrypted or damaged PDFs may fail to load.
  • Advanced signatures, portfolios, outlines, or form behavior may not survive rebuilding.
  • Very large combined documents can exceed available browser memory.

Common questions

Merge PDF FAQ

Does merging change page appearance?

Normal page content is copied rather than rasterized, so it should retain its original appearance.

Can encrypted PDFs be merged?

Password-protected documents are not supported unless they are first saved without encryption.

Is file order preserved?

Yes. Documents and their pages are appended in the displayed selection order.
